if you are asking what sites there are out there that share tips/secrets and critic of your work while you develop your skills. best advise is to join a forum/site that speaks directly to the area of photography that interest you.

example: if you are interested in wildlife photography, architectural or glamour, there are plenty of sites dedicated to people that share just that type of photography. you will find location ideas and PS how-to's about typically the whole gamit of topics. if you find a general site that speaks about PS, there might not be any advice on that site that is useful to you because everyone there might be using PS for graphic editing instead of editing photographs.

You can download a free trial of Adobe Photoshop from their website...

http://www.adobe.com/products/

I think you have to register to download it, though. If you don't mind doing it, you can find a cracked version to download. But be careful not to get a virus!
