At the moment it's unclear. Back when it was still known by the codename "Longhorn," Vista was scheduled to be released as early as 2003. Obviously, they missed that date, and they've missed several more deadlines since then.
Currently, Microsoft says that it will ship for businesses in November 2006 and personal use (i.e. on store shelves) in January 2007.
KnOpPiX - "Windows Vista Capable PC" and "Windows Vista Premium Ready PCs" aren't versions of Vista, they're essentially seals of approval that PCs for sale now can get. They indicate that a customer can buy the PC now, and it will be powerful enough to run Vista whenever it comes out. "Vista Capable" PCs can only display the basic, scaled-back interface... in other words, you don't get all the fancy effects and stuff, and it'll look something like this: http://en.wikipedia.org/wiki/Image:Windows_Vista_Basic.png. "Vista Ready" PCs are more powerful and will be able to run Vista with all its bells and whistles, meaning it looks more like this: http://en.wikipedia.org/wiki/Image:Windows_Vista_Aero.png.
There are actually going to be six different editions of Vista, compared to the two that XP launched with, "Home" and "Professional." Vista will have Starter, Home Basic, Home Premium, Business, Enterprise, and Ultimate. You can see the different features for each here: http://www.winsupersite.com/showcase/winvista_editions_final.asp.
