I don't need something half as fancy as photoshop but MS Paint isn't quite cutting it. I need something I can download for free or a website where I can upload a pic and edit it there.

i use ImageAnalyzer. It is good software and free.

go to nero.com and see the download section.
there is nero photoshow which u can download for free.....!
