Have you considered a cruise. They can be really romantic and very special. There is nothing quite like sitting out on your private verandah, with no worries, only the light from the boat and the moon lighting your path, looking at the waves of the ocean, hearing nothing but "swoosh" of the water, it is so amazing. Plus, there are so many options of where you could go.

If you aren't wanting a cruise, then I would say maybe Paris, always a good choice for a romantic getaway. You could even go to Hawaii, not out of the U.S. but still feels like you are, beautiful and romantic!

Too bad you limit your focus to outside the US. However England is a great place to go. We honeymooned there in 1992. Weather can be wet like Seattle WA so go prepared. Stay in a central area near Victoria Station, where you can access the subway (the "tube" there) and you'll not need a personal car. The tube is inexpensive, and check out the continental breakfast- ours was a full spred like none you've ever seen! We stayed at the Ruben between Victoria Station and the Mall. I also just returned from 3.5 weeks out west, and there is a lot to see and do there. But that is stateside...

Hey this is what I plan for a romantic getaway...Ithink being in a beach is so romantic...i will bring my guitar and sit beside a bonfire and play her songs like I could not ask for more by edwin mccain.....Closer I get to you and The day you said good night by hale! ofcourse with wine and roses for my sweeite Chloe!!! do it night time or sunset!!

Go to Istanbul, stay in Hotel AND ; ask for a 4th floor room facing Aya Sofya. If not Istanbul, then Venice. Most important, go in January when no one else is there.
