What makes this method better, or what kind of photo is it used for?

the cord can be split to go to multiple strobes

underwater cameras used the cord since the strobes wont fit inside the housing

so they can adjust where the flash comes from

Do you mean why do they use an off-camera flash mounted on a frame connected to the camera (which neccesitates an off camera cord)?
1.Because you get a more natural quality of light when the flash is high, with zero liklihood of redeye (think sunlight, overhead light)
2. Some frames allow you to flip the position of the flash so that when you take a vertical shot the flash remains on top.
3. It makes you look like a bad a$$ photographer. Try it and you WILL get comments.

I do this all the time. The main reason is it allows me to bounce the light off walls and ceilings to remove behind the head shadows. (I HATE flash shadows on walls!) If I use a off-camera synch cord I can turn the camera to the vertical position and direct the flash with ease. You can really do a lot with that little cord (It's not cheap...about $80 for a Nikon).

By using the cord I can extend the flash to arms length, in just about any direction. I can easily shoot four different light set-ups from the same position just by moving the flash head in an arc.

Another reason is that it doesnt wear down on the batteries. Usually someone who spends that kind of cash is a professional (or a really enthused enthusiast) and need the camera to work as long as possible before taking the time to switch cameras or batteries.

Usually because it makes the camera easier to handle, and also so that they can lower the flash to the same plane as the camera lens.

because they will have more control over the direction of the flash. experiment with the flash bounce.
