Dealing with neighbors is a nightmare. First, try asking them nicely. Make a video tape and show them how annoying this is. Offer to split the cost of having the dogs surgically debarked. Personally, I'd move before I'd live next to a neighbor like that, but sometimes that's not an option. I have a neighbor who goes to work early and slams his car door shut outside my window every morning. I've padded the glass with those closed-cell foam mats they make for gym flooring and keep a noisy fan or wind machine on while I sleep. That helps a lot.

Some fools recommend killing the dogs, which is ridiculous. It's really not the dogs' fault and killing a pet dog is a felony in most states, especially if it's on your neighbor's property. Bad neighbors are big on retaliation. If you kill his dog, who's to say he won't burn down your house? And his next dog might be worse. If you're intent on committing a crime, kill your neighbor instead. (Just kidding!)

Most areas have noise or nuisance laws - sometimes calling the cops can help, sometimes it can make it worse. Animal control will only seize the dogs if they are abused (ie, no shelter, no water, no food, etc). If you don't mind risking a war, get witness statements from your other annoyed neighbors. If the cops won't help, I'd try calling your local TV station and see if they want to do a human interest story on lousy neighbors. Show them as much documentation as you can, pictures and a log of how many times you have called the cops and gotten no help.

Hmmm... Make an audio tape of the dog barking, call your neighbor (from a pay phone!) and play the tape really loud at two in the morning?

OMG my neighbor doesn't let his dog in at night so it barks for an hour (11 to midnight!) every night. Ok, I am up late anyway so no big deal. Well, the dog will settle down for a little while, then a truck will go by and start him up again. Or a siren, or the wind blows, you get the idea, all night long!!
I've tried to get animal control or the law or something, but so far no luck, everyone just says "nothing we can do".
Geesh, some people!!

I would check your town ordinance for noise restrictions. If it is before the allowable time, call the cops.

I have a story like this too...My neighbors are both deaf and sometimes when they put out their dog they forget about him. Usually in the evening when they are watching TV. They can't hear him barking at all. They are nice people and I usually just go over there and let them know because I feel bad for the dog. Especially when it starts raining.

If it's annoying you, talk to your neighbour. They may not realize what is happening or may have selective hearing to the barking.
Tell them how long the dog barks for and you would appreciate them not putting the dog out so early or perhaps even offer to let it out when you go out.
If they are really unfriendly about it contact your local pound and or SPCA and report them.

Yes, and I'm sorry. I have 5 dogs and I have to go to work early in the morning. I feel horrible about it. Only one of my dogs barks like crazy though. The others only bark if they see someone or another dog. The annoying barker is the cutest little guy though. He's a 4lb. miniture Yorkie. I always get them in quickly so I don't get shot someday by one of my neighbor's.

I have dogs barking all around my house through the am and the pm. even mine. I was annoyed at first, but isn't it strange what you can get use to? But if its getting to you that bad try and have a talk with your neighbors about it. But WARNING, Some people can get highly offensive about it.

It is disturbing. But they might not know that they are.
Probably, that's when their dogs want to go out.
You could tell your neighbor to be more considerate.

(Im still thinking how to say it in the most effective and
non-antagonizing manner. We must be assertive but
polite.)

Tell your neighbor:
"Must they be out very early?
They bark too loud and it is...
{example: disturbing our much needed sleep.}
Please be more considerate with us because
we would be the same with you.
Your vet could probably suggest something for your dog."

What you do is call them at night when they are sleeping. Do that all nigh Long and then ask them how they like it when they get woke up?
