Since you have access to the internet, you can actually use Altavista.com's Babelfish translation for free. There are many languages that can be translated into english or vice versa. If you want a mobile machine, I saw one at Target for about 20-30 bucks or other advanced ones for over 100 dollars.

Staples, Office Depot, etc. around $50. The Sanyo is one of the better ones. Credit card size and not very thick.
