Well there are two feasible reasons to why the man does not acknowledge the flowers. One he is emotionless, meaning that he does not care. He sees the flowers and brushes the thought from you like a fly on his shoulder. He probably does not see the its the thought that counts and would prefer something more masculine. The second reason could be that he feels he does not need to express his feelings in the way a woman would who would receive flowers. Perhaps he acknowledged it in his mind in his own way. Some guys prefer to keep their emotions to themselves. There is also another reason is, perhaps he felt humiliated by the flowers. Flowers being typically stereotyped as a man to woman gift and wanted to exile the thought of being chased out of his manly role. Dont let it bother you if this is the first time. Try buying him something a little more masculine on another occassion if he does not acknowledge that then you know the problem is within him. Not with you or the flowers.

Several possibilities:
Gay and closeted
Straight and not brought up with any manners
Gay and not brought up with any manners
Extremely shy, trying to figure out how to thank you for the flowers in a way that sends you the message that he's interested in you as well, but not turn bright red in the process
Last--are you sure he received them?? Don't get me going on the poor state of customer service in this country--

Unappreciative. Even if he's the kind of guy who's not used to getting flowers (apparently some guys are like that), he should appreciate the thought.

Scared. He's probably afraid to show real emotion. I agree with the first guy who answered. The "C" word can turn otherwise intelligent, well-spoken men into men in fear for their lives.

He's a self-centered jerk! If he didn't appreciate the gesture, then consider it an expensive lesson. Find someone that WILL appreciate it. Good luck!
