yes tell some one. dont listen to those stupid people who say not to. what he is doing is wrong and illegal. and it needs to be delt with. so tell yes, some day he will thank you.

It depends, on how much making out was happening at the time.I think you should be able to tell your parents anything at all, and feel safe to do so.
However at 15 hopefully he knows about health issues. For health reasons, (std's and pregnancy issues) they should probably be told.
maybe talk to your brother, and suggest that he tells them.
its not appropriate for you to be seeing this regardless.

Why would you tell on him. It's perfectly normal for a 15 year old boy to make-out with girls. There is nothing wrong with it. Quit being a tattle tale.

no dont tell, your brother is 15 he is mature enough to make out and you are 10 you are mature enough to keep it to yourself, but if your brother is so embarrased by it maybe hes too immature to be with a girl, just dont tell, theres no reason to and its his own choice

No. You'll only get yourself in trouble & worry your parents. He'll tell them if he wants them to know. Respect people's privacy.
(anyway, it might be good blackmail later if you get into troble or need a favor).
