itn depends. soemtimes there is a "knox box" a locked box mounted on the outside of the structure which has a master key in it. only the Fire department has the key. usually they get a representative from the building to unlock the door. they will break down the door if the situation warrants it and have to get in.

Most of the time they don't have to break down the door. All lock manufacturers make their locks so they can be opened by a master key. Police and emergency personnel keep a ring of these keys in them (plus some other important keys like elevator override keys etc.). They simply look at the brand of lock and then open it with the appropriate key.

some of them have special lock boxxes by the front door that ems and police have a key to which includes a pass key for the building & a master key to apts
other times in private building they have a neighbor buzz them in
sometimes the super lets them in
usually they can get buzzed into the building and if needed the police will break in the front door
I used to work an ambualnce we have trouble entering an apt - because we could see the girl on the floor & her mother had called us from he work to say her daughter needed help - we had the right to enter - so a fireman managed to get a window to open and he went in the window - an amazing feat since it was about 6 feet off the ground and he got in without help!! he let the rest of us in through the front door

They break the door down with a swift powerhouse kick, then they combat roll in, clear the room (using flash bombs if necessary) then they do what they gotta do.
Finally, once they stop the bomb at exactly 00:00:03 they say "Let's get outta here" and walk away.
But wait! Here comes a baddie with a back up bomb! Quick, jump out the 7 storey window onto some strategically placed hay.
Bomb goes off, drugs are destroyed in the fire, hero gets the hotties. All's well in Hollywood.

Emergency service have the Buildings owner on file in the 911 dispatch office so they can gain entrance if they have to.
In a matter of life and death the Police are authorized to force entry into a building.

Many times police have access to master keys for larger buildings in their district. Or, they have emergency contact numbers of people that will let them in... But, I've seen with my own two eyes the fire dept bust down a door of an apartment that they thought was on fire... so in a true emergency they do what they need to do... and ask questions later...

Some pick the lock... some break down the door. Some have the emergency contact info for the managers on file so they can call them and tell them to get over there.

Most of the time there will be a keyholder who has a duplicat key to all apartment buildings. If this keyholder can not be found and it's a emergency they may knock down the door in a attempt to solve the call.

Paramedics have usually been called there, and so someone (often the superintendent) have the door open for them.
Police sometimes call ahead when needed, or bust in then they have to.
It also isn't altogether hard to pick your way into an apartment foyer door.

They break the door down or buzz somebody else to let them in. Some apartment orders let the police and EMS know the security codes to get in.
