My wife and I own a one-year-old black chihauhau. But everytime I work out or my wife is doing her chores, Castor is always there--licking either one of us silly!

I feel like a human lollypop! lol

Is this normal behavior for these little chaotic bundles of energy?

Licking is a sign of submission, which is good that he is submitting to you, but if you don't want him to do it then tell him not to. My little poodle LOVES to lick our hands and feet incesently. What we do is move them and tell her stop in a firm voice, half of discipline is in the attitude it is done with. He can tell if you are serious or not. The other half is consistency, you need to tell him to stop after a couple licks, every time he tries to lick your skin off lol. He will get the picture that it is not acceptable behavior and eventually stop.

It's not un-common for any dog to lick obsessively. You just have to firmly state a command, and put your finger on it's nose. That distracts a dog from It's currant action. The command for my dog is "no mouth" P.S. dogs respond to two syllable commands best. It's something with how the audio registers in their brain. i heard from my vet that 1 syllable commands sound too much like a bark.

I extremely have 8 cats and 3 of them try this in many circumstances for no obvious reason. Your cat my have dry pores and skin. you're able to be able to provide him a tub with cat shampoo (human beings shampoo is faulty ph and wil worsen the subject) yet my cats are bathed in many circumstances and nonetheless try this.

Common, but not normal. It's neurotic - you can stop it by flicking him in the nose with your finger.
