I called a girl 2 days ago, and she said she was eating dinner and could not come for a walk. She said she would call me back soon, but she has not done so. Is she "playing games"? If so, what does that mean?
P.S.- This is not the first time she has done this.

All u have to do is call her again and ask her to just give u time to talk tell something then ask her what u wanna say or ask her if she's avoiding u or something,is she answer yes,so u have the answer..all u have to do is to accept it if she say's no i'm just forgetful or i'm busy then u need to understand or try to find out if she's liar..If she do it again after u ask about it then the problem is on her and maybe she don't like u..

She is avoiding you. Indirectly she is telling you that she is not interested in you.
