It All Depends, Do You Want A Simple Page, Fancy Page, How Detailed You Want It, Do You Have Something Exact In Mind And Just Need Someone To Make It? Or Do You Want Them To Come Up With The Layout Etc? Do You Have Your Own Domain And Hosting? Will You Need Updates? If So How Often Etc..
