A havanese dog is a rare breed. You will need to do some research and really know the breed before any decent breeder will let you buy their puppies. They are a tight group of people.

Make sure you get the dog from a GOOD breeder. One that shows and has done genetic testing.
Basically if the breeder has an interview process, application, and guarantee on health, and also puts in their contract that if you decide you do not want the dog, they will take him/her back, this would be a good breeder.

These dogs can live up to 19 yrs or so. Make sure you have that amount of time and love to commit to a dog.

I have 2 and we are not a closed group of people who only sell to each other.
There are yahoo groups for the Havanese breed. They are a good learning tool if you're new to the breed and the lists are full of breeders who have health tested their dogs to make sure you get the best possible puppy.
Insist on seeing the health testing results. Look up the parents of both dogs at offa.org to see the results of their tests. Don't trust a person that says testing has been done, verify it.
There is an excellent Havanese Gallery where you can look at the different lines at http://www.havanesegallery.hu/show_dogs_en.php?letter=A&PHPSESSID=94f6eb8d76a1540c3309347abb9b6d5d . I believe the Havanese is the only breed to have this much information in one place and there are a lot of features to it.
