Dogs have sent glands in the pads of their feet. The scratch the ground to disperse thier sent so that other animals can smell that they have been there. The urine marks their sent as well, but if a dog really want to make a "statement" they scratch the ground.

It's a part of territorial marking. When a dog urinates, he's marking his territory, but when he scratches the dirt, he's also leaving a visual sign that he's been there. The scratching motion exaggerates the size of his feet; He wants other dogs to think that a BIG dog left the marks behind. This behaviour is common in small breeds - some dogs have been known to leave scratches behind that are several feet long!
