You should make the first move, but be very careful not to scare him.
Ask him for some help in something he's good at...and then tell him that you like him.

He's probably asking the same thing. One of you has to be brave and go for it! It might as well be you, so take the chance. If you're nervous, write it down and practice in front of a mirror. That always works in the movies...

Try not saying anything, and the next time he puts his arms around you try to kiss him on the mouth. That would let him know how you feel and you don't have to tell him or ask him anything, and it will certainly make him happy...

I'd say make sure he knows you like him and that he feels comfortable around you. That will encourage him. If he likes you, he'll tell you. That happened to me and my girlfriend. Now we've been together for almost 4 years. Good luck!
