Never leave a battery on charge all the time. It develops a memory and wears them out fast. Take it into where you bought it and try a new battery. You can test the voltage of the battery with a volt meter set to DC and it should be what the battery says it is on it and no less. If it is a 6 volt battery then it should read 6 volts not 5.5 volts. It could also be your dock that is bad. You might be able to find a dock and new battery on eBay cheap. Take a look and see.

The problem may have several causes. First, i would determine if your situation is even caused by the battery.

If it is, your battery may be dead. My gut feeling, depending on what type of battery it is, is that leaving the camera constantly charging may have damaged its life, eventually causing it to hold no charge whatsoever.

If your battery is a Lithium-ion battery, you can try to revive it by putting it in a plastic bag and frezzing it for a couple hours, letting it completely thaw out, wipe of any condensation, and run several charge/discharge cycles. If this still doen't work, it may be time for a new battery (you can find one cheap and good off eBay).

perhaps a power surge while the camera was on the dock fried the camera, unfortunately.

It's probably not supposed to be on the dock all the time, maybe you "overcharged" it?
