I've only known the bride for 2 years and I don't really have any funny stories to tell.

Start out with how you know the bride and how honored you are to be the maid of honor. Then say something about when you first met the groom. You could talk about what a great couple they are and how happy you are that they found each other. Congratulate them and wish them well. It doesn't have to be funny. A nice, sincere wish of happiness for them will be perfect.

Don’t worry if you don’t have any funny stories – they’re a nice addition sometimes, but the point of your speech is really to congratulate the bride and groom and wish them well. The Knot has some guidelines, and these are the “basics”: tell them how thrilled you are to be at the wedding and thank the bride and groom (and their parents, if appropriate) for inviting everyone to be a part of their special day; add a personal touch (a favorite memory, joke, or special secret) that will be emotionally significant to everyone [don’t just mention some inside joke, tell them about all the times she’s been there for you, or your favorite aspect of her personality); encouraging (and often moving) words of advice for their future together (A quote will usually work its way in here); Offer well wishes; End with raising your glass and saying “To Jane and John!” If you have more to say than fits in the toast, write it out in a card; she’ll appreciate it either way. As for toast length, it can be as short and sweet as you want, try not to go over 2 minutes at the MOST. Good luck!

it doesn't have to be funny. just tell them you wish the joy they feel today (at their wedding) will be with them always.
