Rules are adopted that ensure the survival of a community.
Same place all other animals get their rules, the instinct for survival and experience.
Western laws were influenced by the Sumerians and Babylonians. Nobody ever heard of Hebrews until Constantine invented his universal religion in the 4th century.
The bible wasn't invented until the 4th century; the majority of people do not follow the bible; and, most of the founding fathers were Deists, they did not impose the Ten Commandments on anyone, nor did the Ten Commandments influence their decisions.

I am a Christian, so don't get this wrong. But these rules were developed in many societies that did not know of the ten commandments. It is just common sense, without these laws there would be chaos.

There are some truths that transcend Religion, Regional differences, and Time itself.
there are many studies of primates that have noted a no stealing policy (usually leads to a game of "take back" and "keep away") and no killing (a primate acting less than normal will be beaten by others).......it's just something we all "know" not to do.

The doctrine originates from the bible. As we evolve, more laws are declared to protect society. We get those laws as they become needed for the good of all of us.

Many of America's present-day laws are based on Roman and Greek laws. Societies have always had laws and rules of behavior; they are necessary if people are to live harmoniously in large groups.

easy. societies usually get their laws from logic and common sense. no one wants to live in a place where they get their stuff stolen, where people get killed and where people who generally do bad things get away with it. rules and laws come about when people live together.
just like the rules of personal space, not interrupting and not hitting people. theyre inherent when people begi nto lvie in societies.
