The answer to your question is remarkably easy, and applies to everything illegal: Skylines, Cuban Cigars, Everclear, etc.

The reason that these items are illegal in the US is that they are not sold in the US. Anything that is sold in the US is of course legal. However, as I stated, items not available for purchase in the US from their original manufacturers are prohibited from importation.

Now, every rule has its exceptions. For example, the R33 is legal in the states, but only after several modifications to the engine, drivetrain, emissions, and frame structure to comply with strict US emissions and safety regulations. Any vehicle that is illegal in its original form (stock) can become street legal, but it takes varying amounts of modifications.

they're VERY difficult to make legal in california, so basically yes. Other states aren't as anal about it. It cali, mass, penn and rhode island that require the skyline to have an OBDII system fitted, which is next to impossible in a skyline. the other states aren't worried about OBDII.
