yes I agree, use it anyways. They can't spend all their time policing your house to make sure you're not in your pool. I don't see how they'd be able to say you can't use it anyways, just as long as you don't keep putting more water in it.

There are "Hose pipe" bans. fill it up some other way. They can't stop you filling it with a bucket !!
