Try e mailing the IRC at your local American Embassy. They will send you in the right direction. You will find it through your local Am Embassy website.

There's an FAQ section on the INS website, but no free Q&A anywhere that I'm aware of. You might have to write to the INS directly, but don't expect a response until 2 years later. Ask an immigration lawyer if you cannot find the answers on the website.
