i have a neighbor with 12 dogs his so called kennel has a stockade fence no running space individual cages for each dog. it is outside ( no roof) no cooling system is this legal

Depends on where you live. Ask your local humane society or animal control officer. Most areas have very minimal requirements for basic care - shade in hot weather, food, water and a dog house type shelter in cold weather.

The rules are different from State to State. Most states require shelter from the weather. Contact your local humane society in the phone book.

Check with your town office. Some area's won't even allow someone to have over a certain amount of dogs. If they are being cruelly treated report them to your local humane society.

Call your Animal Control and report it ASAP! Think how you would feel if you were one of those poor dogs stuck in there! And NO it is illegal, there must be running space, liscence or not.

may be legal, but definately doesn't sound humane. i would annonymously place a call to Animal Care and Control and report the conditions.
