i am wondering what are the rules and regulations for a kennel liscence and kennel space?

i have a neighbor with 12 dogs his so called kennel has a stockade fence no running space individual cages for each dog. it is outside ( no roof) no cooling system is this legal

Do you mean they are in crates or small individual runs? Do they have any kind of shade?
