In my experience, people usually complain for a reason. Either put up a solid fence or keep the dogs inside. If your dogs are annoying the neighbors, they may throw poison in your yard as a next step. And you should want to protect your dogs from being tormented by the neighborhood brats.
If the dogs HAVE to stay outside, I'd suggest surgical debarking - it's a lot more humane than having rocks thrown at them all the time.

If I were your neighbor, I'd report as well. HOWEVER, having a dog myself, I would recommend several of the following:
* Put up a privacy fence that is at least 5 feet tall. If you live in a subdivision, you might have to check on that, but this way, your dog is not able to see the kids - the kids aren't able to see your dog - your dog doesn't have to learn that kids are evil and, consequently, if it ever gets off the leash - bite a child that is not a danger.
* Keep your dogs inside. I saw something once that said, "Friends don't leave friends outside." My dog (a lab/shep mix) only goes out to potty, or when I am with her (i.e. walks and so on). When she barks, I go to see what she is barking for. If I praise her for letting me know, then tell her I know, she normally doesn't bark again and is proud of herself for "telling" me about the strange noise/intrusion.
* Go chat with your neighbors. Most of the time the people that are reporting you aren't jerks. They just know that your dogs are noisy and it's disturbing. Let them know you are trying to solve the problem and ask them even if they can suggest what to do about the kids. (This way, they get a chance to voice their opinion not about your dog, but the cause of the problem).
* Find the kids parents and tell them what is going on. Definately, take pictures of the kids if you can so you are able to give proof to the parents. Then, without being nasty, tell them that you'd like to work out something where the kids aren't being mean to your dog since you are bearing the brunt of what they are doing.

Well, either bring your dogs inside or try to be more courteous and put on a barking collar. Or have a talk with your neighbors. Or keep an eye out for the kids and throw rocks back at them!

If the kids are throwing rocks, get this on film, then tell your neighbors whats going on, if they dont believe it, show them the film and tell them you will call the police on them if it dont stop. But again in certain places in the USA, if your dogs bark ALL the time you could be giving a citatation, especially in city limits.

Just let them know why your dog is barking. Them them that if they would like your dog to stop barking that they should keep an eye on their children.
