Could be jealous of the baby, but the real problem is the neighborhood cats at the window.

First get a spray bottle (with stream setting...fill with water) and keep it near the window. Spray those neighborhood cats when they come around, and they should eventually stop.

The spray bottle will work for your cats behavior too, but don't abuse it. If you catch your cat spraying, spray him. Only use it for severe behavior problems where you catch him in the act. If you spray him after the fact, it is unlikely that he will remember what it is for, it he will just think you are cruel.....and you are.

If you do not catch him in the act, try this. Bring your cat into the room where he sprayed. Locate the spot with your nose (hands and knees if necessary), and make sure the cat sees your locating process. Once you find it, make some displeased gestures. Pick up the cat and place him in the location. Let him sniff around and realize what is significant about this spot. And then verbally scold him.

This works as long as you offer praise for good behavior (like catching a mouse, or getting off the counter when told). When the cat can distinguish between behavior that pleases you, and behavior that displeases you, it should start to realize (after several spray location exercises) that spraying displeases you.

These are cat owner behaviors that need to be perpetuated in order to be effective.....Keep at it and the cat should eventually get it. And keep those neighborhood cats away.

It's a territorial thing and if a male cat isn't neutered before he starts spraying there's little you can do to stop it. You should rule out any physical reasons such as urinary tract problems. The use of medication such as Valium or Buspar along with environmental and behavioral controls results in a 75 percent reduction of spraying in most cats. Urine marking occurs in sexual, territorial and competitive contexts. Treatment requires first identifying the specific social or environmental factors that trigger the marking and then both limiting the cat’s exposure to those factors and reducing its response to them.
Environmental management involves making changes in the household that reduce the cat’s exposure to arousing stimuli. For example, when the presence of stray or neighbor cats triggers spraying, it is necessary to either block the cat’s view of those cats or to use repelling devices to keep the other cats away. If specific sites are used as marking-posts, the cat’s access to them must be blocked. Another option is to change the sites’ significance to the cat: Feliway, a synthetic facial pheromone behavior modification product that is now available from veterinarians, is helpful in converting urine marking posts to face-rubbing posts. It is also important to eliminate the odor of urine in order to manage a cat’s marking behavior. Odor removal products obtained through a veterinarian often provide the best results. In cases in which urine has soaked through to the carpet padding or has permeated wood flooring, removal and replacement may be required to eliminate the odor.

Of course, all things get jealous of something new. It was the cats territory first. If your cat is nuetered, why is it staying indoors? Can you put him in the garage to do some hunting or whatever?
