He's explaining through example the "sameness" of the Israelite to the fallen angels. How they compare and how the Israelites under Moses can keep from falling into bad habits and onto a bad path. How HE will be their god and circumcise their hearts so that the Holy Spirit will reside in them as a people and a nation. The Spirit of Beliar is the spirit of lies and desecration. The opposite of what God stand for.
