Politely, ask them why they whistle. They may whistle without realizing that the're doing it. Many people whistle like cats purr. They whistle when they are happy or content or not under stress. That should get the conversation going and could lead to a resolution.

I have this problem with my s/o, drives me bonkers. He doesn't even realize he's doing it. But it's still very annoying, especially when I have a headache. But I TRY to ignore it cuz he is so perfect in every other way. I used to work with someone who whistled while I was trying to do transcription. That sucked. So I strarted working out of my home.

If they're a little kid, find another, funner way for them to occupy themselves. Always keep in mind, though that the reason children are overactive is because they need to be in order for their bodies to properly develope. Just like baby puppies and tiger cubs. Otherwise they turn into teenagers that look like Eric Cartman.

Tell them you get "auditory overload", and would be appreciative if they could refrain from whistling around you. That way, it makes it sounds like the problem could be your ears, not their noise.

Fake a seizure every time they start whistling. Or ask them every single time "Who sings that?". Irritate them more than they irritate you, they'll get it.

You just tell them to please stop it because it is bothering you. Probably they will give you hard time, they sound insensetive, they were insensetive to whistle too much in the first place.
