I think like every other plant, they grew and someone found a use for it. Every plant may have a purpose in God's plan and I think it was just something that grew that people found out and maybe at first ate or boiled and figured out its medicine. I think its just like weeds, God didn't put them here for a reason or did he? If so why? when in the beginning of his time people farmed and weeds are the last thing that will help your farm grow. I think its something that is just there and became something over time. Just like poppy flowers, people get opium from it. Its all in a sense medicine if you want to look at it from a religious point of view. It's only illegal because people abused its purpose.

God creates things and then people jack it up. Sex, for instance, was made for married couples, but we abuse it and do it before marriage.
