Not normally, why won't they file a complaint ?
The city that the college is in, does in reality have jurisdiction also over that area ( but do not patrol with agreement with the college police)
If the police officer who you talked to does not help, go see the shift supervisor, if not, then the police capt, if not the cheif.
Next if none of them will, the college police reports to some department within the college, and have some board over them, file a complaint with the board.

You can go directly to the District Attorneys office and file a complaint. You can also file a civil action case against the University Police Department for failure to act.
Also have a meeting with the dean of the college, who also runs the entire campus, notify him in person as well as in writing.

If this complaint involves a school representative.from what I have experienced yes you can go to the local police department and ask for help. First you might want to consult an attorney the first 15 is usually free

Your city police should be able to help, a university police department does not overshadow the city police.
In the Duke rape case, the campus police started with case & the Durham police took her statem & took over from them.

If the incident you are wanting to report happened on campus, no, it will have to be handled by that department. However, if it happened off campus you will need to go to the city PD to file it.

Depends on the crime. Any type of criminal activity can be reported to any police force and they will determine who has jurisdiction
