Cut and hollow out the bell peppers, bring a pot of water to boil, once it has boiled, place bell peppers in and let them boil just to the consistency you want them, the softer they get the lighter color they will turn. While you are doing that, fry up some ground beef and put seasonings as you wish, when that is cooked, place some spaghetti sauce in the meat and mix it up. Boil your rice, you can use the same water the bell peppers were boiling in to do this, it will give it a bit of flavor and save you from washing an extra pot. Place bell peppers in a baking pan, stuff with the cooked rice and meat mix, place some shredded mozzerella on top of the peppers when they are stuffed then place in the oven for 375 degrees at about 30 minutes and voila!!! :)

No the idea is to cook the (meatloaf) in the bell pepper add some cheese and diced onion too

MAMAS STUFFED BELL PEPPERS
4 LARGE PEPPERS
1 POUND GROUND BEEF
1 MEDIUM ONION MINCED
1 CLOVE GARLIC MINCED
1 6OZ CAN TOMATO SAUCE
1TBSP BROWN SUGAR
1 TSP LEMON JUICE
1 HANDFULL OF INSTANT RICE
1/2 CUP OF BREAD CRUMBS
1 CUP WATER
IN A BOWL MIX MEAT ,ONION, GARLIC, BREAD CRUMBS ,RICE , SHOVE LOOSLY INTO THE WASHED SEEDED PEPPERS
PUT THE REST IN A POT AND STIR ADD STUFFED PEPERS BRING TO BOIL THAN PUT ON SLOW SIMMER FOR ABOUT 35-40 MINUTES

Cook the rice first def.
If you want the center crispier then only pan fry them for a few mins beofre cookin in Bell.
Or You can cook the a little longer, still panfrying, and stuff then cook.

Definitely cook the filling first.
I would add some ground pork for protein.
Cut the bell in half, from the top to bottom.
Remove the seeds and pith (the white).
Fill
Bake
Enjoy

You cook it all in the oven at about 350. I would also add some garlic or something. You need more spice in there otherwise it will be kinda bland.

I use hamburger and rice mixed with seasonings and they I put spaghetti sauce over the top and bake.
