Assuming one is using a good quality primer, paint, finish... how do you determine how much to charge for doing a mural painting?

It depends what kind of artist, if you never did murals before about 10 dollars an hour if yuo think you are worth more there you go, also what paints are you using and how much it will cost you, also how much are people willing to pay

Depends on the size and the complexity. I shoot for about 35-50 an hour depending on complexity and client ability to pay.

Poor people deserve beauty too.

It depends on the size and location. An approximate price should be 100$ per square yard.

Figure $10/hr for your time, including design, sketching and actual painting. Plus cost of supplies of course. Less if you are inexperienced and more if you are really good at it.
