maybe try- "so when are we going to get out for a drink / coffee / sandwich" (whatever flosts your boat) - maybe he is looking for the go-sign...

Make the first move. Just go up and say to him 'do you fancy coming out for a drink tonight?'.

us italians are no different than anyone else.............. personality-wise. The other differences shouldn't be a problem ;). You should just talk to him.
