It does vary by location and shelter, but many places I have been will hold them on a “stray period” for a few days. Ask your local shelters what the laws and shelter policies in your area are if you are curious for personal reasons- where I live currently the stray period is only 3 days. The last state I lived in had a 7 day hold on strays. If the dog is found with tags they will likely try to use them to attempt to contact the owner. If the owner doesn’t claim the dog within the stray period the shelter may euthanize the dog- no matter how friendly- at their discretion. Friendly dogs are euthanized at shelters everyday if the shelter does not have the space or resources to care for them. Also remember that some otherwise friendly dogs that people bring to the shelter as strays or surrenders might not do well in a shelter environment and might show signs of aggression if they are fearful or stressed.

How about a load of redwood or cedar chips from the landscape supply company? They love to dig in it, and will mess around with it, but it will stay nicer than just plain dirt. Second choice might be coarse sand.

Put down a floor mat with a heavily- textured surface that can easily be cleaned. At our house, with three dogs, this works fine. Try Walmart!

It's a little tedious, but what we do around our house (with three dogs) is as follows: We decide how dirty they'll be coming in and what they'll get on the carpet, and then if we're worried about there being a mess, we take a medium-sized rag and whipe their feet off as they come in. As I said, it is a little tedious, but it works.

if you don't want to put gravel or mulch down you might consider mondo grass or Asian jasmine. both are hearty plants that can take a beating once established. my dogs roll in the Asian jasmine at my house and it is growing fine and keeps the dirt down.

Cedar or cypress mulch. Spread it out thick, and hose it down then walk on it to push it in the ground. Let it dry and see if that works.

cedar chips? They will make the dog smell good but the dog could just dig through them.

Get a concrete slab poured and put your dogs in a kennel. Make sure you clean the slab often.

What about indoor/outdoor carpeting? They can't dig it, it will still feel like grass, and should stop the dirt.
