Another great place is Old Angler's Inn, right off the C&O Canal on MacArthur Blvd. It's nice outside in cool weather, but VERY romantic in winter next to their wonderful fireplace.

Depends on what kind of spot you are looking for. Here are a couple of ideas. Hotel Washington rooftop terrace is one of the best spots in town. It overlooks the Treasury Department and White House. My favorite DC restaurant is Galileo, but it can be pricey. Clyde's is fairly dependable for a less expensive choice. There are several locations around the city.

My fiance and I love good food. Our favorite places are not always the fanciest places... they are places that are consistent with good quality and service. Here are some of our favorites.
Pizza - Pizza Paradiso
Steak - Annie's Paramount Steakhouse (in Dupont Circle)
Breakfast - Old Ebbit Grill (Downtown)
Indian - Bombay Club (Downtown)
Seafood - Philips
Chinese - China Garden (in Rosslyn)
Sushi - Sushi Taro (Dupont)
Italian - Pasta Mia's (Adams Morgan)
Coffee House - Tryst
Hope this helps!
