Self-confidence begins at a very young age yes but it isn't something that ever should be taken for granted through our adult years either.
Every day there are obstacles that try and get in our way, or people that try and knock us down so keeping a good self image is something that constantly needs to be worked on.
Being happy with yourself is the most important assets a person can have. If you don't like yourself, nobody else will...

Self Confidence is what you gain with every success you have in life. Failure followed by success is a great booster of self confidence. This is the responsibility of parents, to keep giving you challenges that you can overcome.
For example:

We walk because we are confident that we can, we learned this at the age of 18 months give or take. We tried and fell (failed), then we persevered, got back up, learned balancing, and now we walk, run, hop, skip, jump, dodge, weave and so on.

Yes. The best way to help a child gain confidence is to minimize the significance of failures or set-backs and maximize the significance of triumphs. To do this, however, you will also have to minimize the significance of injuries. Just check it out, clean and bandage any wound that needs it, and be very matter-of-fact. The quicker they get over dramatizing injuries, the more confidence they will have to take risks. This is not always good for Mother's nervous system, but it is good (within reason) for the kid.

It helps, I believe. But even if you didn't have much as a child, that doesn't mean you can't gain it later on. You just have to work at it. That's what I'm dealing with at the moment.

it helps if you gain it in your childhood but its really something that you can gain anytime in your life, it just helps out with you not being afraid to go after your ambitions

better if you have been confident since childhood. but not really necessary. confidence comes with experience. it isn't a one day deal. ;)
