There are international laws outlining the rights of all peoples within any country in the world, whether they are citizens of that country or not. Check out the International Declaration of Human Rights, which you should be able to find on the United Nations' website. This is the most basic international guideline of the rights all people have.

Of course non-citizens have rights. They have the same rights as citizens with the exception that they can not vote. There are several classes of non-citizens -- landed immigrants are eligible for the same benefits as citizens. Non-citizens on special visas, students for example, don't qualify for benefits. But as far as rights go -- yes, everyone has the right to enjoy life, everyone has the right to freedom, everyone has the right to choose their occupation, to choose their place of residence, to travel wherever they wish within the country.
Or perhaps I have misunderstood your question and you have something else in mind when you speak of non-citizens and of rights?

Some. They are not the same rights that a Citizen has, however. By the way, the Rebel is mistaken on this; there is case law on point. We do give them more rights than do many countries, however.

According to the US Supreme courts ruling today. You have the same rights as an American citizen has as far as the legal system is concerned. Just tell the FBI" I am a terrorist, Arrest me".

We confer rights to them out of our sense of fairness but legaly they don't. The protection of our constitution is for our citizens.

If one is here legally yes they have a number of rights. If they are illegal they also have one right and that is to LEAVE.
