This problem started about a year ago nand it is making her loose her spunk.Is there any way in which i can help her to totally eradicate this problem?Surgery is out coz she's got this serious phobia about doctors.HELP me HELP her!

She needs to see a doctor hon, she could have a hormonal problem. It ain't gonna go away and hair removal cream will make it worse as it's a delicate area.

Sometimes dark hair on the chest is caused by a hormone imbalance, which could be caused by ovarian cysts. A doctor would be able to confirm. It doesn't require surgery.
Light colored "fuzz" is normal

That's not uncommon unless its ALOT!!!! Run a razor over it every now and then, that's what a friend ofmine does.
