In every country with which we have diplomatic relations, except for postage-stamp size nations, where the embassy may be located in a nearby country instead for cost-savings reasons.

The answer is no. It depends on the situation. For example it does not have an embassy in Iran and North Korea for political reasons, but it too does not have an embassy in many microsrates like Andorra, Monaco, San Marino, Liechtenstein (they are served by embassies in Spain, France, Italy, and Switzerland respectively) and many small island nations such as St. Lucia, St. Vincent, Dominica (they all are served by the U.S. Embassy in Barbados) because of their small size and the need to budget services. The U.S. does operate an interests section out of the Swiss Embassy in both Cuba and Iran. This is a "quasi-embassy" which provides visas and services to U.S. citisens, however the head of these interest sections do not officially present their credentials to the heads of states of those nations. There is not an embassy in Montenegro since it is a new country but there soon will be one. The U.S. also has embassies/missions to orgnanizations such as the United Nations, the European Union, the Organization of American States, etc..

We have an Embassy in the capital city of every country we have diplomatic relations with. We have consulates, as well, in larger countries. Here are all of them that have web sites:

Only the one's we have diplomatic relations with. For examply, we don't have one in North Korea or Iran.
