that's difficult to generalise as human beings selection even retarded ones. all and sundry has fee and a few of those toddlers and people who stay via adulthood even into previous age are a blessing from Heaven. The earth is the reward for guy as God's Kingdom would be on earth with Christ ruling after he has Judged the residing and the ineffective. Somehow though if you are serious, which I doubt you are, the answer is most likely that since the spirit and body are not the same that the spirit goes to heaven and doesn't have all the limitations that it did on the earth.

If you go into the concept of Buddhism then you're all about another concept which means that it takes many lifetimes to attain the right to go to heaven and one of YOUR lifecycles may be that of someone who is mentally challenged as part of the overall scheme of things.

Every person have their own choice to think, feel and react. So the people you are talking about might be mentally retarded for you but not for others.Also, there are rules for entering heaven(confessing that a oneself is a sinner and should be born again.)
If they fellow these rules for sure they will get into heaven. There is no "SPECIAL HEAVEN". There is only heaven and hell.
