At the start there was no standard size for beverages. As each new product came onto the market, it was in their interest to increase the amount of liquid for a given price so as to increase their sales. At the same time they could not afford to cut profits by giving too large a portion. 12 ounces is just where it happen to work out for most competitors. As for the glass to the can cost again is the reason. Cheaper to make a can than a bottle, cost less due to weight and space required for shipping. ( it has to get from the plant to the store) And in the beginning it put a end to the considerable problems of deposits on the bottles and their recycling.
