beacause we can controll the tickling 2 a degree...but when sum1 else does it...we dont no what 2 expect so it makes it more exciting

The simple answer is because you will always expect it. Tickling only works if there is an element of surprise - this is also why, when you know you're going to be tickled by someone else, you can control how much you laugh.
Probably has something to do with some neurotransmitter or something.

You can touch the areas of your body that are ticklish, but won't get the same feeling you do when someone else touches them because their touch is unexpected and unpredictable.
