First, I would like to know what your intentions are.
I mean, if you're looking for somebody just for the night, then I'd say all you need to ascertain is that she's looking for the same. But if you're looking for something serious, then moving too soon or waiting too long could be bad.
I would say that in that case, the best answer may be "As you are in the process of getting to know her." Don't rush into it, but also don't let her pigeonhole you as "just a friend." Start by building trust, and building her interest, and then figure out what you're comfortable with as you go. And keep in mind that every time you take her on a walk, pick up the tab at dinner, arrange to spend time together, or just hold hands, you're making a move, even if it's not an aggressive one.

Once you get to know her and realize she is a great person then that will be the right time. You never want to go out with someone because he\or she is hot. That is just shallow and wrong. It will probobly haunt you in the end. But you shouldn't do it to late because a lot of girls expect the guys to make the 1st move and so if you wait 2 late then she will probobly think you are never going to do it and get over you.

About 10 seconds after you meet her. All kidding aside, dude, you will know the time. These things, if done respectfully, take their natural course. When I receive a real passionate kiss, I feel and if I am not rejected, move forward until I am stopped.

If you mean kiss her...
...just let me say this - women are complex and confusing - they don't make a whole lot of sense to guys. You won't ever really know her until you've been married for several years, so you will have to do it BEFORE you know her.

You make a move on a girl before you know her. It's how you get to know her. When you say make a move, I'm guessing your moving in to ask her out? What move are you making? A chess move?

Definitely, and I know from experience, you wait until you know her. If she finds you sexy, your waiting will just fire her up. Many girls HATE having the move put on her at first, she just thinks, "He thinks hes so cool, forget it."
