well the truth is there is no safe way to dump someone without hurting them unless they really dont care about u in the first place but u just have to tell the person that u lost feelings for them or whatever the case may be just tell them y u dont want to be with them anymore because its better than sticking around and showing no affection to ur bf/gf...now that can hurt them big time because they will start jumping to conclusions which u dont want....good luck

There is no good way to dump someone. Just be truthful. Tell them that the relationship is just not working out for you. Be kind, gentle, sincere. Leave no open doors and burn no bridges.You never know, the other person might be thinking the same thing about you. Honesty is the best policy.

The best way? If you dont want to hurt him but need out: Take full responsibility for the break up, dont blame him for things or accuse him. If its truly over why make it ugly. Tell him he is better off finding someone else, remind him of his good attributes.
Just be honest with him and don't drag it out

It always hurts to be rejected. But the best way is to tell them face to face. Call them or email them telling that you want to talk and take them. Then tell them that "you feel like this relationship is not working out for you. If you stay you may cheat and you don't want to do that to them because you care for them so much and don't want to hurt them." They will hurt and may be mad at you, but at least you were honest and let them know straight up. They will realize that in time.

I think the best way is to be completely honest and try not to hurt his/her feelings. The other person may be hurt, but that is just human nature - the only thing you can do to lessen the pain is to make it come from your heart, not make up some phony excuse.

you're not concerned about hurting them. You're more concerned about how you'll feel. You don't want to look like the bad guy.
By using the word dump, you obviously could care less about this person, so what do you care how they feel?
Stop being selfish and just tell them you're not interested in dating anymore, and realize that that will cause consequences. They may just cry, but you can deal with it, and yes you will be the bad guy.

Just tell them the truth that is all most people want, don't play games with them I am sure you would not them to play games with you. If your relationship is that bad tell them or if you just want out let them know and there you go but I am sure you will still hurt them if they think everthing was ok. Good luck.

Tell them you've changed and that you don't feel that they're right for you any more. It's going to hurt them still, but if you can make them understand that the break up is about you and your feelings instead of being about them or something they've done it will make them feel better.
