"Stop driving, you old people!"
Okay, seriously. Sit down with them and tell them you are worried about their safety. Stress that the roads are more dangerous than they used to be. Offer to visit with them more and take them places they need to go.

In the case of my mother I sorta fibbed a little. She had heart problems, had already had by-pass and was still having angina attacks. So I told her for safety and the safety of others I was not going to give her the money to renew her drivers license. When asked why? I told her that with her heart condition I would not trust her to drive with my children therefore I was not going to trust her on the roadways with other peoples families. It was the best thing I could have done. About 2 weeks later I was driving her to her Dr. for a check up and she had an angina attack on the way. Had she been driving she would likely have killed herself and others.
Use your best judgment when telling you parents or whoever that you think they shouldn't drive anymore.
