Rocks is definitely easier on the host. frozen gets messy and you are constantly in the kitchen using the blender.
For party stuff that's good and easy, try Jose Cuervo's Golden Margarita Mix. It's at the liquor stores. It has liquor already in it, Cuervo Gold and Grand Marnier (the stuff to make great Margaritas!). It's not too strong so if you are looking for that added punch, get a bottle of just Cuervo Gold to add to it. But, for a party that you are just looking to kick back and enjoy, not get blasted, go with just the mix. You'll still get a little buzz!
I'm a big Tequila "expert", I go for the Patron on the rocks, with a squeeze of lime. But, for parties, to keep it simple go with the mix. Most people don't know the difference between the good and basic stuff anyway so you'll just be wasting your money.
If you must do the frozen stuff, too, the mix works really well in a blender, too!
Also, if you are doing salt on the glasses, cut a lime, squeeze it around the rim of the glass, then take a small plate and put kosher salt in it, turn the glass upside down in the salt and press in.

Make a BIG batch of margarita mix, then add the ice when people come up to the counter to get served. That way, if they want it on the rocks, you can just pour the margarita over ice and serve it to them on the rocks; or if they want it blended, you can throw it in a blender with the ice and serve it to them frozen.
For a little fun, considering buying or making some fruit purees, so your guests can do strawberry, mango, or peach margaritas. You can buy them, or save some money and make them yourself. Just buy the fruit and then blend them and add alittle water and sugar. You can freeze the puree until party day, and then let it thaw and add it to the margaritas as they are ordered!

Margaritas come in both frozen and on the rocks. Another option is to have salt around the Margaritas glasses brim or not. Bartenders say "frozen no", meaning slushy with no ice. Or "rocks yes", meaning on the rocks with salt.

If your guests would like both, do both. But I prefer the slushy kind. Here's a quick recipe: put frozen, unsweetened strawberries, tequilla and bottled tequilla mix in a blender. Blend until smooth. Serve in a glass rimmed in sugar. Yum. It is the Casa Gallardo Mexican restaurant recipe. They have a machine that does this, but the waiter told me how to make them, and I tried it at home. I just put a little of the mix in, then kept pouring until I got the stuff at the right consistency.

I guess you have to do both, because I would have said that over the rocks is definately better - but apparently not everyone thinks so! Whichever way you decide to go I think you should make your own mix from scratch instead of using store bought, it's much tastier! Of course after the first couple of rounds no one will notice if you switch to the store bought mixes!

The best thing is to have both styles available. Some people like them one way, others like them the other. I like the slush style, my lady likes them on the rocks.

either way is good, i prefer to have them without ice but ice and salt on the rim of the glass. the ice is ground up and it is just for moisture to make the salt adhere
