These are both state-run and considered very good: CITS (www.citsusa.com) or CYTS (www.chinayouthtravelusa.com) - I recently purchased air tickets through CYTS to China and viewed their tours while I was there. They offer many wonderful tour packages. Good luck! Have fun in China.

I know one of the website named lvpad.com which is a professional inbound tour company, and the website will give you all the info about China tour packages, including the prices, transportation, restaurant, attractions and tips in the destinations. There is also many China tour packages for you with the economical price. And my friends just visited Beijing, Shanghai with only $430! All the info is very useful! Check Travel Listings from That's China, That's Shanghai, That's Beijing, or That's Guangzhou. Also travel listings from City Weekend or 8 days. These are magazines that cater towards an English speaking audience in China and I often refer to them for travel information.

CITS is also good.

I think in general tours booked within China are cheaper than tours booked from outside.
