wanderer for whom the experience of travel is more important than travelling for the purpose of reaching a destination.
John Steinbeck (in Travels With Charley: In Search of America, 1962) wrote:
"In Spanish there is a word for which I can't find a counterword in English. It is the verb vacilar, present participle vacilando. It does not mean vacillating at all. If one is vacilando, he is going somewhere, but does not greatly care whether or not he gets there, although he has direction. Everything in the world must have a design or the human mind rejects it. But in addition, it must have purpose or the human conscience shies away from it."
Vacilar or vacilando in Brazil (Rio de janeiro's street slang) means not to have the right reaction at the right time or do the wrong thing at the wrong time. A vacilao is somebody who is always doing something wrong.

With its bright sandy beaches, rising mountains and picturesque harbour, it's no wonder that Rio de Janeiro is called the "cidade maravilhosa", or marvellous town and with hotelbye you are able to get the chance and visit this amazing city. Rio de Janeiro is facing the South Atlantic shore and may be the second-largest town in Brazil. This town is blessed with one of the very most lovely organic adjustments for a area in the world. The dazzling landscape is one of the reasons that guests decided Rio de Janeiro. Throughout carnival time, a event that everyone else seen, the roads fill with audio and ornately costumed dancers getting tourists from all over the globe.

It means kidding around. Whenever I've heard people say this word they say it as "stop kidding around" or in spanish "no estes vacilando". It may have other definitions but never have heard this word used any other way.

It depends.
For Puerto Ricans, and maybe Mexicans too, it means to fool around.
For many others, it means to be indecisive, or sometimes to vacillate.
