yes. I've learned to ignore stares. I am guilty of absent-mindedly staring at people, but when I realize I'm doing that(or staring in their direction) I stop.

Usually it's accomplished by conventional means. No, you are not spiderman or whatever. People who do that are generally called perverts. Corrupt cops do that too.
