It's so sweet that you're looking for the most romantic way to propose. However, consider what she enjoys most. Take her there if it is a place or a sport or just an activity. Let her enjoy her fun, then pop the question. She'll remember it because the both of you have fun together and are about to start a whole life of fun together.

Are you sure you want romantic, most woman prefer a good memory of when they got engaged.Something unique might be better.
For romantic, try making her a candle lit dinner at home or apartment and sometime during the evening drop to one knee and pop the question. Or try going for a romantic walk on the beach, sit down and snuggle on a blanket then pop the question.

I think you should take her out to a nice dinner, then a walk on the beach and stop right by the water and kneel down in the water and propse
